You could try Zabasearch, but I have found it to be somewhat out of date and inaccurate.

Well, I have good news and bad news, bro. Like you say, there ARE a bunch of free sites, like Zaba and even Yahoo People Finders, and Infoseek, Lycos, etc. But with all those: they only list people who are in their local phone book. All the really effective sites who can find people from utility bills and DMV records, will charge you a fee. A bunch of people mentioned classmates: they will tell you they found the person, but then will hit you for a fee before they divulge the details.
