I have a Dell Inspiron 9300 and the on board graphics card is a ATI Radeon X300.

It works, good, but is there a way to add an external video card on top of thye internal to help it's perfomance? Its a laptop, but it remains stationary alot.

Unfortunately, no. Only top of the line laptops/notebooks have separate video modules that could technically be upgraded, but in reality there is no standard so you're stuck buying it from a specific vendor, and there are no "docks" nowadays that allow you to add video cards.
