If this is a one time, you can use the Export Favourites on one PC and then send the file to the other PC and Import. It will not overwrite anything: But you may end up with the same link twice.

If you are using Internet Explorer then do the following:-
In the desktop, open /Windows/Favourites
Copy all the files in this folder to a pendrive.
At the laptop, open /Windows/Favourites
Copy all the files from teh USB to this folder. If it asks for overwriting, then Select Yes.
Now your laptop has all teh favourites of both desktop as well as laptop.
Copy all files of /Windows/Favourites from laptop to a USB drive and copy it to the Desktop's /Windows/Favourites folder.
Select Yes when prompted for Overwriting.
Your desktop also has the entire combined list of favourites.
If you are using Firefox or OPera, tehn export the favourites from Bookmark utility of the browser and copy the exported bookmarks from the desktop to the laptop using the USB drive. Then import these bookmarks (or favourites) from the browser's bookmark utility into Firefox or Opera.
