Well I just installed a Nvidia Geforce 7600 Gs hoping to increase my gaming performance ( had a Intel Graphics Controller before lol ) anyways my fps on counterstrike is still the same as when i had that intel graphics controller.. am i doing something wrong?? i already updated the drivers and everything

Up the settings in the game. If it's still the same, then the game just won't have any more graphics. Try FEAR.

Try a game with more intense garphics and you will find the difference, something like NFS Most Wanted. The difference is there since I have recently upgarded from 6600GT to 7600GT. But if your game's graphics are limited and already running at the most optimum fps, then, buying even GeForce 7950 will also not show you any improvements.
If you really want to see the performance difference, try out benchmarking your graphics card and it will be evident whether your graphics card is working fine or not. A very good graphics card benchmarking utility is 3DMark05 at "http://www.majorgeeks.com/download4376.html"

Raise the resolution and the detail settings, AA and AF. Most likely you're playing at such a low resolution or settings that the game is CPU limited, not GPU limited.

you will need to go into your BIOS and adjust your agp setting from 128 to 256, that should help and also set you options in the game to a higher aspect ratio
