If you only have one license and it's not OEM version, then you can uninstall from the old computer and install a new one on your new pc. provided that you have a copy of cd.
otherwise you can requst for another copy of software from Corel company, quote to them that you 've already have a purchased license key, you just install the software cd for installation.
They might charge you for post and handling fee (not much)
This way you don't have to pay for another copy.

You shouldnt have to pay another fee. Just install it. You should have a cd key that came with the software. If anything call their tech support or something like that and just tell them its your software and you just got a new computer and that the old one is gone.

That'd be illegal. Most software license are limited to ONE PC ONLY unless there are specific exceptions.

You can delete it from your PC and install it on your desktop to keep it legal.

Norton Systemworks, which comes with Norton Cleansweep, has a "transport application" function which allows one to take an application from one PC and move it to another PC.
