When I try to boot up my pc The screen keeps going blank like it is restarting. I go to start the pc to the last known good config. and it tells me that i have a corrupt or missing file \windows\Sytem32\config\Sytems\. I tried to system restore and also I can't not use my windows cmd prompt to rewrite the file. I try to enter the commands and it says the it does not recognize the specific path. I contacted HP to get online help and it failed I really need help I am somewhat computer litterate. Thanks

Install the OS again unless you know how to restore all the system files I would just stick to doing an install.

Since it's an HP, try hitting F10 or F11 at the bios screen to reformat. If that doesn't work, find someone that has a Windows XP install cd, and instead if installing windows, press the "r" key where it says "R".

Type FIXMBR

Say yes to all of the warnings, and then proceed to boot windows.

Since you are able to boot into safe mode, maybe you should try reloading your operating system from the original disks. Be sure that you have backups of your important files before doing this, though.
