I took a class once in human sexuality which gave a couple theories to your question. A) We may be attracted to someone because our DNA is completely different, which will cause us to have healthy children. If DNA is too similar it increases the chances of birth defects, disease, etc.
B) We're sometimes attracted to people who resemble us, but we're also attracted to opposites. I believe it all falls in line with how similar our DNA is.
C) Phermones- if phermones are compatible, the higher the attraction.
D) Women are often times attracted to men who can be good financial providers.
E) Men are often attracted to women with healthy bodies because they can have good children and produce offspring.

I'm sure that personality accounts for a lot, but it is hard to argue that we don't notice physical attributes first and foremost. In terms of looks, I read somewhere that no matter what culture, people are most attracted to symmetry in the face. Tests were taken, and regardless of cultural features that altered one's appearance, if their faces were symmetrical, they crossed all cultural lines and were considered "attractive" by a majority of participants. Asymmetry would be features such as one nostril slightly larger than the other, a crooked smile, one eye larger than the other, etc.
Past that, I think that women are attracted to men who seem to provide security. In the past, hunting skills or a muscular, healthy build, ability to dominate others, etc., made a man more virule. In today's world, promise of security can be seen in terms of wealth, power, smarts, education, etc. Health/musculature still translates directly.

Interpersonal attractions:- all of those forces that lead people to like each other, establish relationships, and in some cases, fall in love.

proximity- physical proximity incresases attraction, as opposed to long distance relationships which are more at risk.

familiarity- mere eposure to others incresases attraction, even when the exposure is presented subliminally

similarity- the more similar two people are in attitudes, background, and other traits, the more probable it is that they wil like each other.

genetics, as other have already stated, but i also feel that our life experence have a lot to do with this as well.
