i dont have a telescope cant afford one

Yes, almost all serious research telescopes are controlled this way. There are a handful of amateur telescopes which are internet controllable.

but most require a user name and password, and are for authorized users only. The ones that don't are usually very very busy.

Yes, but you must have a compatable telescope. You can purchase an entry-level telescope with pre-programed coordinates for around $300 at any scientific supply company or maybe even your local sporting goods store. Keep Looking Up! Ciao!
