The thing is, you want him to see the doctor, in particular the orthopedist before the collar bone starts to hear. You see, chances are that if it really broke, it is not aligned properly. This way, the doctor can set it, before the healing takes place and its easy to adjust.
The alternative, would be if you waited too long and it is in fact, broken. If it heals partially, the doctor will have to REBREAK IT! Which is a very painful process. So please make sure that you get to the hospital. In addition to that, you wanna make sure that there is no vessel or nerve injury.

He should be X rayed to make sure its a simple fracture without any nerves or blood vessels being damaged. Treatment is having the arm in a sling and painkillers...nothing more...;

I have had a broken collarbone several times, go to the hospital and get an xray.
They cant really cast it or do much except tell you to rest the affected area and not do too much until it heals...
