Well they seem to be killing them in their schools,,,I think it should be against the law and a jail sentence for the bully as they do harm to the body and mind, The ones that bully usually feel un loved and most have a terrible home life and parents that are never there for them so it is a big socialProblem{{{{ and goes back to break down of morals and drugs and abuse,And most of all the lack of the old fashion thing called Family Unit.{which is aFATHER and a MOTHER{{{{which it took two to bring them into the world and it should be maybe forced to raise them,How, I have no idea do YOU?

The people who should be protecting the victims of bullies don't. "Getting beaten up is part of growing up," is an idiotic idea that remains. I heard of one case where a girl was raped by boys from the school and the school principal did nothing because "It happened outside of school property, so it wasn't my business". (Those were not his exact words, but it was his meaning.)
I know from experience. The bullying at my school went on for years and didn't stop until I took a baseball bat to the face of one. That's what it took before anyone paid attention to the problem.
Bullying is assault and abuse. Kids should be taught that self-defense IS acceptable and what can be used (pencils, pens, scissors, broken wooden rulers, etc.) if parents, teachers and administrators won't do their jobs.

With contempt, they probably have a terrible life which is worth laughing at.
It may seem cliche, but people really should stand up to them; rolling over doesn't help anyone. Of course, if there isn't a regular thing and there is no danger to oneself, people should just ignore them, they'll get bored and go away.

Do not give into them. Stand up to them, toe to toe, attitude to attitude, force to force. Most bullies are basically insecure, and will not continue to bother someone who cannot be bluffed. This is how I learned to handle it when I was a young guy (many years ago).

First, try and reason with them, if this doesn't work...Whip the living sh*t out of them...If you can't, get about six friends and teach these bullies some manors.
