I want to do something big for her, without spending a whole lot of money

Wow. You got to do something really good for a friend that's 21!!! Well you can get her a pet if she loves nature. Or if in to music Cd player or Cd. Or a large party in the Gym and put letters in the balloon that say something like: "The birthday girl got to her crush!!!", "the class has to do a play for the special girl", or "SING THE BIRTHDAY SONG!!!". It will be the best party in the world I've done it before!!!

Have a beach or pool party and buy everything from the dollar store. Get your friends' family involved as well because they know her best. And also, since pizza is so unoriginal, have a seafood and sushi bar!

Take her to the club get her busted. But if she dont like clubs and drinking and dancing and to holla,then just plan her a day just yall two have a girl day.

go to spencers and buy her a pair of drinking dice, its alot of fun, everyone will like playing it. I think at the most they are like 6 dollars
