the teeth on the gear may be worn and are not able to turn the cable you may need a new gear

If the trans is slipping, and OD is inop, it is time for major repair or replacement. As for the VSS, chances are that the gear you see with it removed has worn enough to not engage the drive gear on the output shaft. It is also possible that the drive gear is loose on the shaft, and will not turn the driven gear.
Recommend you take it to a transmission shop, or consider trading it in on something else.
