Try going onto a different account, and then put the icon or dashboard folder into shared (or something like that) and then go back to your account and go to shared (or something like that) and try opening it.

You can't just download and install Dashboard, it's a part of Tiger. If you can't find it with Spotlight and you really, really, really want it back, then you might just have to do an Archive and Install of Mac OS X.
If you have a bootable external backup with Dashboard in it. You can use Migration Assistant to migrate your Application folder to your Mac.

go to ur search bar at the top left hand corner type dashboard when it comes up click and drag it to ur dock that should work if u uninstalled it its free so u can download it again from apple www.apple.com go to soft were then go to dash board and threre should be a down load there
