I moved here to America when I was five, and even then I spoke Russian fluently. But I forgot it all as the years have gone by. Now, I'm 16 and my family is buying Russian channels (including the news, children shows, etc.) Considering that TV practically owns my entire life, will I relearn Russian?

I am not sure. I'm a linguist, and I often read about situations like yours, but I don't know what is successful to help people relearn their native languages. I suspect that you probably will at least learn to understand Russian again if you watch TV in Russian.
(And I think it's fabulous that your family wants to help you with this. They sound great!)

The obvious answer to this question is a big resounding yes!!!!! Go ahead and have a ball relearning your mother tongue. one thing you should understand is that the brain only forgets and has a mighty power when it comes to remembering. activate it and it will be like recovering lost files from a deleted hard disk.
Cheers!
