It is Linguistics. In English a "chill" means, cool but not really cold. Chilly is a state of being, "he was chilly".
Chilli is Spanish, it is a form of vegetable, a spicy pepper.
The heat is a spicy heat not a temperature.

the chili pepper actually stole its name from the country of chile. when the first explorers came over they called it the chili pepper since they brought it from their colony in chile. chilly just comes from our word chill, which came from old english's cele.
