Usually a case of mistaken identity, swimmers and surfers silhouettes look like a turtle or a seal from the bottom so the shark believes it is a prey item, this accounts for many attacks where the shark moves off. Then there are cases where the shark is simply investigating, however since they don't have hands to feel with they use their mouth, so reason number 2 may be curiosity. Then there are people that are asking for it and harass the sharks, such as divers that get to close won't leave the shark alove or try to touch it, and the shark responds to this assault by defending itself. There are also divers which are bitten when they try and hand feed the shark... well thats just asking for it. But there are cases where sharks will for attack someone for what appears to be no reason, but this is usually quite rare. Sharks have more to fear from people than we do of them, whereas only a few people get attacked every year sharks are being decimated by overfishing, habitat destruction and trophy hunting...

Most of the time, it's mistaken identity. Surfers are often attacked because the sillouette of the board resembles that of a seal, the common prey of some shark species like great whites. Also, when humans swim their movements are similar to the movements of an injured fish, and that triggers a sharks attack reflex.
Humans are not a shark's preferred meal of choice. In fact, in most attacks, once the shark realizes that it's bitten into something other than what it expected, it will release the victim and swim off. Most fatalities are caused by excessive bleeding and not actually being eaten.
It is very rare, but there have been instances of human remains being found inside the stomachs of various tiger sharks. Tiger sharks are not known for their discerning appetites. They are described as the ocean's garbage disposals. Their natural diet consists of fish, turtles, crabs, clams, mammals, sea birds, reptiles and even other sharks, but their aggressive tendencies have also lead sharks to have tires, license plates and oil cans found in their digestive tracts.

Sometimes sharks mistake people for seals or other fish. Sometimes the surfboard reflects the sun and attracts a shark. Sharks aren't cold-blooded killers, they are hunters of the narural world. Jaws is just a movie about the human fear of sharks.
P.S. Humans attack sharks more than sharks attack humans. They kill sharks for meat or other parts. Sometimes people kill sharks for no reason at all.

usually they are curious about what we are, or we look like a seal in the water. when we splash we resemble a injured fish or seal. Most of the times when they bite, they will release because we taste bad to them.
