For the other answerers: a black moor is a type of goldfish.
Whiteness usually indicates some sort of fungal infection. Go to the pet store and get fungus cure medicine. You also should likely change a good portion of the water. After the medicine cures the fish, you likely should change it again.

The first thing to do is to check that your water isn't getting toxic. See

Fish can produce excess slime in response to being irritated by toxins in their water that looks white on black fish.
If it looks like a white coating over his body and he's rubbing against things and flicking his fins as if something's irritating him, you can use a product that contains formalin and malachite green. I like Quick cure. Dose right before lights and and be sure to have plenty of airation happening.
If it's white and fuzzy looking, it's most likely a bacterial infection. I'd add salt at 1 teaspoon per gallon and go with something like kanamycin or maracyn plus.

how old is your fish?? it might be dieing or have a skin disorder depending on its age. talk to a vet or fish specialtist to buy him some drops that may or may not work. fish have very weak immune systems because of their size and one thing you might need to do is go to the pet store and buy a new one. its hard to face but things die and thats life

If you're mother is black and she has turned white, that may be due to vitiligo or anemia. Unless, she is the 'Uncle Tom's Wife' type... The only question I have is, how is it that you are white because your avatar is white? Maybe you should change your avatar.
