Then you mix the peroxide with bleach powder or dye to activate them. 10 volume is the weakest, therefore slowest. 50 volume is the strongest, fastest.

I believe you are referring to 20% BY Volume Hydrogen Peroxide which means for every 5 mL of solution you get 1 mL of Peroxide and 4 mL of solvent (water).
