everything for winter is done, i.e. new chaulking, weather striping, ..., but my house is still cold. Seems that cool air is coming through my vents, is there something I can try or should I call a professinal?

I have a full basement, 1000 sq ft

Usually your energy co. will do a survey for you, free of charge.

Wonder if you have a hole in the duct work someplace? Does this cold air come in when there's a blower on in the furnace?

Another layer in the ceiling insulation should help.

Before throwing money at yet another possible cause, have your home evaluated by a professional. There are people who will do a an infra-red scan of your home and tell you where you are loosing heat. It costs a few bucks, but would give you a clean, clear indication on where your house leaks and what would be the most efficient way to seal it back up. Don't call a furnace company or window company, you need an independent person.

Yeah i had this same problem in a few rooms of a very old house though. It has a lot to do with the insulation padding behind the drywall. Changing that is to expensive. better of with an extra heater. Also check the center window frames. Sometimes the center alignment of a horizontal window gets a little off and needs to be adjusted.

What's the situation in your attic or with the roof? You're probably losing heat up there. You may need look into insulation.

Is the basement heated? If so, better get a pro to help you with this.

It could be that squirrels have chewed through the ducting to make nests. I had that happen in my house.
