what are all the rules when it comes to tackleing?

i know you can't grab the face mask,
what determines wether or not its holding?
any other penelties/flags you can get form tackeling "wrong"

oh yes it is they can get penalized either 1 or 2 ways either by unneccesary roughness or unsportsmanlike conduct and could even get ejected from the game depending on the official that's a nono you can only tackle a person from behind if they have the ball and you're behind them but not without the ball

If the person has the ball you can tackle him from behind. You cannot grab them by the back of the pads near the neck and throw them to the ground anymore. That's called a horse collar and is responsible for several high ankle sprains over the last couple of years. As for the people not carrying the ball, if you hit them in the back, you're going to get flagged. Plus it's just a cheap shot.

One of the basic rules is you can't tackle people that don't have the ball.

It's illegal to tackle anyone other than the ball carrier.
