The Southern Ocean is the world's fourth largest ocean and the latest to be defined, having been accepted by a decision of the International Hydrographic Organization (IHO) in 2000, though the term has long been traditional among mariners Before the year 2000, it was known as the Antarctic Ocean, as you stated.

In Spring of 2001 an international committee designated the waters of Earth to be divided into 5 oceans instead of 4.

The Southern Ocean was created from the waters of the Indian, Atlantic, and Pacific Oceans. It is all waters surrounding Antartica to the 60 degree of southern latitude.

There never was an Antartic Ocean.

Never was. The continent of Antarctica was discovered only about 200 years ago. Prior to that, nobody knew what was at or very near the South Pole. Mariners had been sailing the South Atlantic, South Pacific, and Indian Oceans long, long before.(And had used those names)
