My computer is new with 512 memory.

You would be able to if you leave it download for long enough, don't open the attachment directly but save it first then open it, a 4000kb can take like over 10 minutes to download, so you have to be patient.

It isn't your computer, it's the phone connection with a modem. Broadband is able to handle larger packets of information than a modem, which runs at a much slower speed. You might check with your ISP to see if you can get them to set your limits higher. Otherwise, the sender will have to break up the large attachment into several smaller ones, if possible.

Because your dialup provider wont allow a file that large!
