These guys are right. Defragmentation helps your computer ALL the time, not just at startup. The best bet for you is to check how much disk space you have left, and to check all your hardware to make sure it works 100% well and has the latest drivers. Slow hardware can cause your computer to a crawl (the fastest a computer can work is as fast as its slowest part in a way).
Furthermore, check your networking settings, and of course, any antivirus software (Norton can add a good minute on a mid-range system at times).
Finally, check that you're not using external hard drives and other external drives or any CD/DVD startup applications, Windows XP is a nightmare when a new CD is inserted, it spins up the disc and sends messages to all programs a new disc is in, and this takes up vital time.

Give www.ccleaner.com a try. It will clear all the guff out of your computer, and will clean up the registry which may have some impact on your computers startup speed.
Also try running Disk Defragmenter which you can find in the System Tools folder of Accessories in the Start Menu.
