You are obsessed with questions regarding thought manipulation.Are you researching the subject for school or are you honing your own skills of thought manipulation?People have free will and even in a dictatorship can distinguish between propaganda and truth.

It depends on how you ask.

If you ask "Did you ever stop beating your wife?" There is no good answer. This is an example (poor, but an example) of a manipulative question.
"Do you like ice cream" is not manipulative.

How so? When you ask a question, you either ask them for a fact that they may know, or for their opinion on something.
