It's an expression of how much finger pressure it takes to sound a note or chord. If the action is high, your hands and wrist will be sore after much playing because of the effort u have to expend just getting the chords w/ no buzzing or muting. The 1st guitar i had was like that and i almost gave up playing due to it.
I wouldn't rely to much on reviews 'cuz everyone has different hands and fingers and what feels good to a guy with skinny fingers is going to feel like crap to a guy w/ fat fingers and what not. The best is to go to the store that has the best selection of what you are looking for (acoustic or electric) and just start playing the different ones. But try to do that when you have the $ to buy as the clerks might start giving you the eye if you stay too long and don't buy anything. Or if you do stay a long time and aren't ready to buy that day, pick up a set of strings or some music or something to give them the idea you're not just wasting their time and inventory.

distance between the fret board and strings. Any guitar repair man can adjust it by messing with the truss rod, but don't you try and do that. Leave it to a pro. If it's too high, it can really screw up the neck. High action is good for slide guitar, but not much else.
And never, never buy a guitar before you can play it first. You wouldn't buy a car before you drive, same thing with guitars. And get a Gibson, not a piece of crap Fender. Gibsons are better made, more artistry, craftsmanship.

Action is how high off of the fret board your strings are so are guitar with action that is too high is basically saying its a pain in the butt to press the strings down.

the lower the "action" (closeness of the strings to the fretboard), the "higher" the "playability"

you can always bring the guitar to someone who fixes them and have them set up the action for you the way you like it.
