They look like cotton all puffy and soft. I have never touched one but went through one in a plane. The fog is somewhat like a cloud so I have touched it. Kinda wet.

Clouds are just droplets of water or ice crystals suspended in the air, so you can't really touch them, and they're definitely not soft. But they look soft, so I guess that's where the expression comes from.

when you touch a cloud, it will disapate because it is moisture. but they sure do look soft.
