Some believe that the Gulf War (Operation Desert Storm) was ever completed. Is Operation Iraqi Freedom the second half of that war, or an entire separate war on its own?

After the first Gulf war, there was a peace conference, where Iraq essentially surrendered to end the conflict. Additionally, by ejecting Iraq from Kuwait, the Coalition essentially fuflilled the UN Mandate, and had completed the mission.

The second war was justified by the US based on the fact that Iraq did not fulfill their end of the agreement that ended the war, and because they continued to violate UN mandates and resolutions. Thus, they are seperate (but linked) incidents - similar to how we draw a distinction between the two World Wars, even though they're obviously heavily dependent on each other.
