Does it count as Metered or Stamp?

If you are the person mailing the letter - either, but you are better off putting it in "stamped". The metered slot is generally only for metered mail. A Business Reply Envelope (BRE) will be automatically recognized as a BRE, kicked out of the metered mail and back into the "normal" mail but why tempt fate?

If you are the company paying for the BRM, neither. You only pay for those BREs that are sent back.
