Why don't the burkah women in hot countries wear white cloth to keep them cool?

In places like Bharain, burkahs are often only worn when the women are outside, over the top of their normal clothes, like jeans. In hot countries, where burkahs etc, are worn, the people are used to the heat, unlike people in Britain where anything over 28 degrees makes people wilt.

Actually, as long as they spend most of their time in the shade, the black works in their favor. Body temperature generally exceeds air temperature, so body heat is actually dissipated better with black cloth. Counter intuitive, but true!
