Frequently if you give them a good dose of a common lubricant (such as 3-in-1 oil or WD-40) and let the oil work through the rust (a couple hours to over night) it will loosen the grip of the rust. If this does not work I have heard (but not tried) that a small rag soaked in Coca-cola and wrapped around the bolts will eat through some of the rust and let you break through the grip. If both of these fail, the rust may be too deep into the metal which would mean you'll have to cut the nuts loose from the bolts with a small hack-saw.

remove rusty bolts so u can change the license plate? well try and get the rust off...rubbing alchohol is good, or some other thing, but ya gud luc

wd is a good solvent but almost useless on rusty bolts, try iodine, but you must clean it off before it stains and work the bolt before it dries

Hye use some Liquid wrench sold at your local auto parts or some mineral oil or even vegetalve oil. let it seep around the screws for a few minutes and it should loosen up. any solvent type thing WD oil or like that!

Break-free. It's a penetrating oil. WD-40 is useless...it turns to gum.

any WD 40 or lubricant will work, it not, you can usually break them off if their that rusty
