The ebay seller is always charged for fees from PayPal as they deduct fees from our accounts when you pay. If the seller decides to have you to be responsible for these fees, there has to be a disclaimer in the body of the auction description that there will be an additonal amount added to the final amount. This is not normally done, as it makes the buyer very angry. Paypal does not withold anything from the refund when a seller is giving you a refund. The seller can elect what amount he decides to give you. If you protest the amount, you have the right to dispute the amount.

Pay pal fees are only on SELLERS. Getting a refund on shipping and handling is another problem.

Typically, no. It sucks, but that's the cost of doing business through Paypal. Kinda like returning something through the mail-- you will never get refunded the S & H. To avoid that problem, the only alternative is to use another method of payment.

Hi Mandy i would take it up with Pay Pal, i have removed myself from them when i realised some of the conditions that they operate under, if you use a credit card the card company would be the best place to go, to get your money back.
