It's called a 'Doppelganger', and it's an imaginitive but groundless construct. If you think about it, given that most of us have the same basic features (two arms, two legs, two eyes, etc...), in a world of 6 billion the chances that there ISN'T someone out there that looks just like some else are pretty slim!

I highly doubt this is true. First of all the human face alone has tons of characteristics and just from a statistical point of view there aren't enough people for someone to have the EXACT same features that you do.
One of the technologys coming from the homeland security area is telling identity by intense computer modeling of someone's facial features. They used this with Saddam Hussein when they were trying to find the real one from all his decoys he used.
