What does it say about a person when they tilt their head forward when they look at you and show a lot of the whites of their eyes below the pupil?

They are trying to intimidate you or imply something without saying something.

Either that or they are drunk.

They are really focused. And you can't really be sure what they've got on their mind.
It depends on what you did to induce this, ...em, 'focused' position.
Also, if they are smiling while looking at you like that..., do they have vampire canines.. Scary image.

Well, if you don't think it's that scary, then the person is judging you and probably condemns you. The person certainly feels above you and they think that your point of view is wrong.

This doesn't give a pleasant feeling, I know it from experienced.

They are not having happy thoughts that's for sure. Depends on the whole situation really but that look says to me twisted, criminal, perhaps even violent actions are being construed.
