Have you ever seen the chaos a classroom full of kids with internet access can decend into when the teacher in charge has nipped out for a couple of minutes?
For instance, at my old school..... when it first got Internet Access in 1998 when they opened a new £250,000 "Learning Centre" with a new library and suite of computers hooked up to the internet...... for the first couple of weeks, they allowed people to use the Internet before it was time to go to registration - that is until a bunch of guys got busted for looking at porn sites.
I remember a few years later, when I went to do a computer course at Redcar&Cleveland College....... the class group wasn't the greatest, as it also included some under-16's who'd got themselves booted out of school on purpose so they could come to college instead. One afternoon, when the tutor had stepped out this guy on the opposite classroom logged into a chatroom (when he wasn't supposed to), and started getting all excited as he thought he was talking to a 6ft blonde who also went to the college - when in fact it was really the guy next to me + a couple of others pulling a prank on him =)
Also it's most likely because Teens tend to go on sites with dodgy Active-X controls that downloads crap onto the computers (e.g. Spyware), which buggers them up no end - I know because my cousin's kids are absolute sods for doing that..... several times I've had to spent 2hours or more putting the PC at my Grandma's house straight after they've been using it (and my cousin's son has just had to send his PC in to get formatted because of all the viruses & spyware and so on the dopey little pillock let get downloaded onto it.... and he only got the bloody thing last Christmas).

Because most likely, you can get sued for allowing students to visit certain sites (you know), and the ones like bebo, myspace, etc, would be viewed as counter-productive, and may contain information to students which may cause trouble. Everyone's so quick to sue these days that nobody dares take a risk.

School computers are for STUDY purposes.
Most town libraries allow internet access with few restrictions. Hope that helps
