This is a stupid question, but When you have to give Theoretical backgroung on an issue what does that detail?

Not a stupid question, because the phrase does not have a single exact meaning. What you could do is "survey" the literature, in other words look up references that give info about the issue. The idea is that you will come up with a conclusion and you want to show that it is supported by other people, especially people who are respected when they talk about this type of issue.
