Liberalism is about bringing the largest amount of freedom to the largest group of people possible. Conservatism is about minimizing the impact of government (in its idealized form). The '70s were liberal because the children and young adults of the '60s became the adults of the '70s and carried forward the liberalism of the 60's.

The 70's weren't liberal, the 60's were. The last move toward liberalization was in 1971 with Roe vs Wade. the rest of the decade was a retreat from the changes of the 60's that finally lead to the election of Reagan in 1980.

In the 70's the economy tanked, when the economy is bust then the liberals are happy because that is when they have their biggest audience.
