Ottawa is a really nice place. It might be cold in the winter but only for 3 months and then it's warm again.The lowest it could get it around -30 but it's not that bad if you stay indoors. You might consider were warm clothing to keep you warm when going putside.
If you kids that are very active (3-9 years old), they'll enjoy going outside to play in the snow. They make snowmans, snowforts, sonwangles and even snowslides if they know how. It's fun to play with snow in the winter.
You might get sick of the cold but everybody has to get sick at least once no matter where they live. When you live in Ottawa for along time, you'll get use to the weather and won't mind it at all.
Fun parts are Tulip Festival and Canada Day. During the month of May, go to Dow's Lake Parks and enjoy the Tulip Festival. On July first, go to the Parliment Building to enjoy Canada Day. Both special occassions have fireworks, music, food, goodies, etc.
During winter, there's the festival called Winterlude. It's at the Rideau Canal, the longest outdoor skating rink in the world. If you like skating you should go there. It's one of the good thing about winter in Ottawa.

What you read is true. It is very cold in the winter and it is very difficult to meet people over there.
It is a small town mentality city and everyone knows everyone to the point that people are so paranoid to make a mistake because everyone would know about it. People are acting like high school children - I am not kidding. I lived there for few years and I left it when I got fed up with the super politically correct conservative attitude.
Travel to Toronto - Best city I have been to. Good luck

I like Ottawa in the winter. It depends what you consider cold. It stays pretty steadily below freezing, but is not often going to be _way_ below like you'd find in the canadian praries and whichever states border them.
I prefer that to bouncing around the freezing point. Snow stays on the ground instead of melting, the ottawa river freezes and people skate along it through the city. Yeah, its cold, but since it IS below freezing, there are the benefits of winter activities. Below freezing and snowing is a lot more fun then a little above freezing and raining.

My question is, where are you moving from? Ottawa isn't colder than most of the rest of Canada... save lower mainland B.C. and Vancouver Island.
If you aren't from Canada already, then you will have to appl,y for immigration status to move there.
