is there anywhere in emerald to catch a dratini?

You'll have to trade a Dratini from Leaf Green or Fire Red. They're wild in safari zone, or you can buy one with coins at the game corner in celedon. To get a Dragonite you'll have to evolve your Draitni. But Dragonairs can be found wild in the safari zone very rarily.
Drantini>lvl. 30>Dragonair, lvl.55>Dragonite

For sure no dragonite can't be found. But for dratini you need to trade with Pokemon Leafgreen or Firered versions only.

Nope dratini is a kanto pokemon which means you have to trade it from either FireRed or LeafGreen.

For Wailmer, yes you need to dive. Dratini can be found in the Safari, in the water.( It's really rare!) and Swablu, I have no idea which lvl it evolves at, I never raised one

In the safari zone but they are rare. Most people have to trade them. good luck....
