I paid by paypal for some goods that never arrived from a web site, nothing to do with eBay and I successfully claimed all my money back through the claim system on paypal. Paypal is an eBay Company, but any retailer accepting paypal probably must follow the same paypal rules and regulations where disputes are concerned.

Pal Pal is not owned or controlled by ebay, but if businesses on internet accept Pay Pal and you are a signed in member to Pay Pal you are gaurenteed not to be cheated. Actually Pay Pal is a Credit Card Co who agrees to stand back of the customer and the seller and operates as a bank under a seperate entiety. It gives the customer a protected purchase.

Start a dispute in Paypal. While they are biased in favor of the seller, I have won several disputes against sellers.
