if it is white, cottony in texture, or gold be worried.
If it is one random spot (my betta developed a few) or a few random spots that are not any of the colors mentioned above or cottony in appearance they are nothing to worry about. If they do match then it may be Ick, fungus, or Velvet.

feel the dot and make sure it is not a bump, it could be and abysess and will need some water drops or new water. clean the water and in some cases the food might not be right. few cases are documented of fish being allergic to their food. though rare this does happen

a small dot could be anything. The size color and other details would help if you are concerned take the fish to your pet shop for help. It may be normal, he may be sick or have a parasite

What color is it? Is he swimming unusually (like trying to scrape himself on gravel) Does he have a heater in his tank, to prevent the water temp from bouncing around? Need more info to answer.
