Something that has once had it's peak of greatness far too long ago, and is now still being over used, over played, and is still spoon fed through the media, even though it's gotten extremely old, bland, worn out, and is just sad to still see around.

I think that someone becomes washed up when they give up & quit trying. When they lose that edge of desire & motivation that usually sparks them and ignites their passion.

it's just a term that means your path is no longer on the upswing, or even visible. you are no longer 'floating' but your path (usually a career) is stagnant. no longer progressing.
