lol if that person lies a lot then hes a liar but he just told you the truth i guess he wasnt lieing at that moment he told you that lol.oh wow my head hurts when im trying to figure out this answer!lol

He's lying.
Before he stated he is telling the truth, he is basically saying that he is going to lie.
