That means the pixel can go from ON to OFF in five millionths of a second.

the 16 ms takes over three times as long, this means fast changing images (games, dvd) will look a little less sharp

It depends. The number in the specs is usually the fastest possible response time and even then there are different ways to measure it. Don't rely on the numbers. Try out the monitor before buying and see if its fast enough for you.
