I like the teach a man to fish. A hand up requires someone to actually take the time and trouble, hand outs are just throwing money at the problem and hoping it will go away.

that's a good question... I support a system of hand-ups...
the problem is... NO ONE wants to teach anyone anything... that's one of my major problems with both parties...
but I would rather give a man a fish for a day, than do nothing for him, or in some cases, make it even harder for him to even learn on his own, much less someone teaching him...
in other words... you can't say "teach a man to fish"... if no one really wants to teach anyone anything...

This is the problem with Neo-Cons today. If you told them where to buy the fishing gear, and told them then had to train the people how to use the fishing gear, they would scream that it infringed on the 2nd ammendment. They would follow this up by monitoring anyone who believed that people may need training for fishing if they've never gone fishing before and promptly attacked deer hunters as the reason for the lack of fish.

If he is about to die from starvation, it is better to give aid. If he lives in the desert, it is just a bad idea (think Bush administration).
America is the most anti-education and anti-science nation in developed (and some of the under-developed) world. Until we 'hands-up' ourselves, we should not be so quick to judge others, and 'judging others' is something we do a lot of - and we do not do it well.
