The first one who could be considered a true philosopher in the sense that he was not conform or content with the naural phenomena being explained as Gods moving them, and who actually used his brain to look for causes and design in reality was Tales of Miletos, circa 500 bc. His tradition culminated in all the presocratics such as Anaximander, menander, Zeno, Pitagoras, Democritus, etc.

Thales de Mileto, if I remember well. There is documented proof too, the first philosophical writing still exists (or is it a reproduction of it?, I'm not sure). He was tired of how "fake" everything seemed, apparently.

If we are to believe Aristotle, the first philosopher was Thales de Mileto, who said everything was build upon water.

The first is obviously lost in the darkness of time. It would be silly to try to nail him/ her now. But my bet is that the person is either Indian or Chinese or even Tibetan. Definitely not American or European.

The reason for that thinking is that civilisations flourished there when Europeans were chasing Dinosaurs,

Thales is the conventional answer but to be serious noone will ever know who asked the first philosophical question.
