hairspray. spray it on let it set for a second and scrub off. may take more than one application. I know this works because I just did it to a whole load of clothes that somehow got a sharpie marker lodged in there. Also, look at the store for something called goof-off. in the cleaning products. I was just told that it works well too.

I got red marker on a pair of my tennis shoes once.
I got out the bleach, poured a little in the cap and
dripped it on the red marker streak. then i used a
mr. clean magic eraser and rubbed it right off.
My shoes looked good. I still use the magic erasers
on my other white tennis shoes to spruce them up.
Just make sure after using the bleach to pour some
water over where you put the bleach. This works on
canvas, cloth or leather. (q-tips in bleach work good too)

Try fingernail polish remover. I know it works on black Sharpie. I'm not sure what it will do to the material though... Are they canvas or leather? Maybe you could just throw them in the washing machine?

Good luck, and make him buy his next pair... ;}

Paint thinner.

May sound really stupid if the thinner doesn't work. But you could use white out and cover it up.

There's a reason it's called "permanent" ... I doubt it'll come out.
