Sulcatas don't grow quickly, so as long as he's active and alert and he's getting what he needs, he's probably fine. Just make sure he's not acting sluggish. A couple suggestions:

I know you have a UVB light, which is good, but you might consider adding a heat lamp as well. Sulcatas prefer temperatures warmer than the average household (75-85 degrees). Keep the heat lamp on one side of the enclosure (make sure his habitat is PLENTY big), so your tortoise can regulate his temperature by moving closer or farther from the heat source. And you can keep the lights on for a couple more hours a day.

As long as the weather is warm (again, at least 75 degrees) and the sun is out, try letting him outdoors more often. When the weather is nice, our tortoises stay outside all day. They really love it!

Also, you didn't mention what you're feeding him. A varied diet is extremely important. Be sure you're providing a mix of veggies and fruits. Play around and see what he likes. Typically, the darker the veggie, the more nutritious it is (example: squash has more vitamins than just lettuce). Also, rose of sharon flowers are always a huge hit.

depends on what you are feeding him. They don't grow so much between 2 and 6 years. what kind of enclosure do you have him in are you giving him dark greens or dog food or fruit . it will grow.
there is a web site sulcata station it is informative. I have a two year old female in a 20 x30 glass enclosure while its cold and I don't anticipate much growth until it gets warmer and she is outside a little more active

Try the ideas at http://www.sulcata-station.org

This is a space-loving, sun-loving, heat-loving, humidity-hating species that has very specific needs- dietary and otherwise.

Review the cares and diet suggested at the above site and see how they align with what you are doing.
