Technically the States demanded nothing in particular and everything in general starting with representation via delegates to the Constitutional Convention and subsequently Congress,to the Supreme Court and Appeals System replete with checks and balances!

Madison on the other hand insisted on the Constitutions Bill of Rights being spelled out, while Jefferson assumed such ideas were implied and not necessary. Hence the basic dichotomy between the ideas of the Federal Republic and States Rights notions of the Democratic Confederation!
