There is no such pump... Or at least, I strongly doubt any commercially designed pump will permanently enlarge the male member. Some of the vacuum pumps will add extra length or girth but only temporary, which renders the whole process a bit tedious; sort of like weight training; you can't get away with it with just one quick session; it's a long-term thing.
In any case, I myself never believed in such claims. My hubby's own pump is more a male masturbation tool (complete with vibrating option) than a male enhancement tool. He did on a few occasions try to use it as an enhancer, but nothing happened.
I would imagine the effects of long term use of a suction pump to be a more "irritated"/sensitive penis, possibly some minor discoloration, and also perhaps some minor eretile difficulties...

A penis pump can mess up your skin down there pretty easily. It is a good idea to use a penis health creme while doing the pumping. A good creme will moisturize and protect your penis skin, keeping it free from irritations. Trust me, you do not want dry, sore or cracked skin down there. It is painful, embarrassing and inconvenient.

Umm no pebnis pump will make your penis 3 inches bigger. and side effects? penis pumps are only temporarely. they only last for a few hrs

Yes it is called destroying all of the tissue and muscles in the penis rendering it usless in time!
Is that worth it? Or bad enough!
You want a bigger penis go find another man if that is all you want.
A penis will not love you support you be there for you just _ _ _ _ you that is all is can do!
So go find another man have them all drop their pants and pick the biggest one you can find and enjoy it! Cause that is all it will be! A Penis

Pumps only work temporarily. If you pump too much, you can burst blood vessels in the penis . Yeeeeeeowch. Usually req surgery to repair.
