If you want to get it before you are 18, I think that you should talk to your parents first and tell them that you really want ur bellybutton pierced. Maybe they will understand. You can even offer to pay for it our of ur allowence. In my experience, you should always have an adult around you when you get something important. What if you get scared all of a sudden and you want someone to be there for you and watch over you?
Or then you can wait until ur 18

In most places you have to wait until your 18 if you don't want parental permission, if they go with you right now, then you can get it pierced

Like the good peeps say - It depends where you are.
In most studios in the UK you would need to be 16 with photographic ID...! And don't worry about the pain thing, a good piercer will set you at ease and use a topical anesthetic.
Alternatively talk your parents around to giving their consent.

You must be 18 for ANY piercing in the US. If someone does it under that without a parent being present then they need to be reported IMMEDIATELY.

Some places will if you know them . I got mine when i was 16 b/c the girl that I went with new the guy.

In Canada you ahve to have parental consent if you are under 18. Your parent must go with you.

My brother Dre from N.Y. is a professional tattoo and piercing artist. he can Peirce almost anything as long as you are 18 or your parent is with you.

in cali most places you can with a parent and a valid ID and other places you have to be 18

It all depends? are you in such a hurry,or are you curious...on how it would look on you?...but some places will do it with out a parents consent..and some will say you have to have a parent with you..but everyone i knew had it done by the time they were sixteen...goodluck!
